Das Leistungsprofil der GIZ wird dabei kontinuierlich an die Kooperationsbedarfe beider Länder im Rahmen der „Umfassenden Deutsch-Chinesischen Strategischen Partnerschaft“ sowie an die dynamischen Veränderungsprozesse im Rahmen der chinesischen Reformpolitik angepasst. Weiterhin berät und arbeitet sie als Dienstleister an der Schnittstelle zwischen Politik und Wirtschaft. Die GIZ agiert zudem in Handlungsfeldern, in denen deutsche Akteure über ein fundiertes Profil und Wettbewerbsvorteile verfügen und deutsche Expertise nachgefragt wird.

As the world’s largest emitter of greenhouse gases (GHG), China faces many challenges in achieving its nationally determined contributions (NDC) it has set for 2030. Within the framework of the Sino-German Cooperation on Climate Change, the three projects Sino-German Cooperation on Climate Change – Climate Partnership, Sino-German Cooperation on Climate Change – NDC Implementation, and Sino-German Cooperation on Emissions Trading Systems, Carbon Market Mechanisms, and Industry-related N2O Mitigation support China in achieving its climate policy targets of early peaking before 2030 and carbon neutrality before 2060.

 

Job description:

The position of Technical Advisor (m/f) is based within the GIZ Cluster “Sino-German Climate Change Cooperation” (SGCCC) with a focus on non-CO2 greenhouse gas mitigation and carbon markets.

 

Your tasks:

The Technical Advisor will be responsible for implementing operational aspects related to activities on non-CO2 GHG mitigation (i.e. N2O, HFCs and other F gases), Ozone-Depleting Substances (ODS) and carbon markets. The detailed tasks will include the following:

  1. Advising project partners in China
  • Supporting the development of a strategic approach for bilateral cooperation on specific technical areas and topics in the field of non-CO2 GHG mitigation.
  • Advisory to partner institutions, incl. identification of needs for advice and cooperation, development of concepts and strategies, provision of professional input.
  • Technical and organisational support for the political dialogue and related cooperation activities of government and private sector partners.

 

  1. Networking and cooperation
  • Supporting cooperation, regular contact and dialogue with partners in China, Germany, and internationally.
  • Active monitoring of partner networks, identification and development of new partner relations.

 

  1. Knowledge management and reporting
  • Keeping up to date with the climate policy discussion in China and internationally.
  • Preparing appropriate input for various project reports.
  • Participation in knowledge management, monitoring, documentation and reporting of progress and success of activities, results and impacts.

 

  1. Project Management and coordination
    • Assisting with general project planning and management, incl. operational planning, annual activity planning, quality management, monitoring, evaluation, communication and documentation.
    • Handling procurement on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Requirement:Your profile

  • University degree in relevant field, e.g. climate/environmental studies, economics, public policy, engineering, or other relevant disciplines.
  • At least 3 years’ professional experience in a comparable position, background or experience related to non-CO2 GHG and ODS is an advantage.
  • Strong knowledge of Chinese and international climate policies and best practices.
  • Chinese native speaker and fluency in English (written and spoken), German of advantage.
  • Project management experience and strong organisational competence.
  • Strong work ethics, reliability, personal integrity and motivation.
  • Excellent interpersonal, communication and networking skills. Diplomatic communication and political sensitivity are required.
  • Proficiency with ITC technologies (i.e. MS Office).
